Mill Lane

Three parcels off Mill Lane where Riverwalk West will be located have been historically used for industrial purposes, including a hydropower dam, power station, and sawmills. This brownfields project strives to clean up several parcels previously contaminated with metals and other pollutants due to its industrial past. 

  • Some soil may be removed and disposed of offsite in consultation with Maine Department of Environmental Protection. 
  • Solid waste like discarded tires and building materials will be removed and disposed of in accordance with local, State, and Federal rules. 
  • Any groundwater encountered during cleanup will be treated and disposed of following local, State and Federal law. 
  • Measures will be taken to control dust during cleanup activities.
  • Engineered controls are expected to be installed to prevent any remaining contaminants from affecting the residents + patrons in the new buildings.

A portion of the project will be developed into a mixed-use area with over 6,000 square feet of commercial space on the first floor and 100+ residential units on the upper floors. Westward expansion of the City’s Riverwalk provides public access along the Presumpscot River, where there wasn't any previously in this area. Remaining portions of the project will be cleaned up and maintained as passive greenspace, with no immediate redevelopment plans.

The redevelopment project below, a public-private partnership, allows the City to work closely with a proactive developer in constructing the riverwalk for all to use. This project is a significant step toward revitalizing downtown Westbrook, making it a more vibrant and sustainable community.
