Winter Parking
When there is a plowable event and you need to park overnight downtown during a snow emergency, please move your car into the Downtown Parking Garage or another designated parking area. Parking in Red Zones is prohibited during a parking ban.
Designated parking is available at the following locations:
- Municipal Parking Garage on Vertical Way (except for the top deck)
- Bicentennial Park/Skate Park parking lot on William Clarke Drive (next to Hannaford)
- Lincoln Street Rink parking lot on Lincoln Street
- Warren Ball Field parking lot on Stevens Avenue
- Warren Recreation Complex (old Warren pool) parking lot on Main Street
If you need to park overnight downtown during a snow emergency, please move your car into the Downtown Parking Garage by midnight. Parking in Red Zones is prohibited from 12am (midnight) – 7am. You can exit the garage following a snow emergency whenever it is convenient for you.

What is a snow emergency? A snow emergency is defined as a plowable snow event. We recommend that if it is snowing, assume it’s a plowable event and park your car accordingly.
Why do we request that you park in the downtown parking garage during a plowable snow event? It is necessary for snow removal operations and parking lot maintenance and to maximize parking availability during the winter months.
If I get a parking ticket, how do I pay the fee? Parking tickets may be paid for by mail (using a check or money order, made payable to the City of Westbrook) or in-person at City Hall. Please note, we do not have the ability to accept online parking ticket payments.
